Notification of missing data during signup process

During the signup process, often users either miss out on a section or they think the section is not mandatory. When trying to click to the next section, if you are too far down the page, you don't see that the section that is missing the required info highlighted in red.

It's a simple enough thing, but still good to improve on to remove any friction during the signup process. 

Can we have just above the "Next" button a little-highlighted text popping up saying something like "Please complete all sections. See missing sections above highlighted in red" whenever relevant?
