Separating "Create Account" from "Sign in"

I set up an external link to a Chargebee payment gateway so I could charge a subscription membership fee. However, this still does not work as an effective solution because users are able to bypass the external link. The "sign in" should be separate from the "create account page" and this page should be able to be hidden.
