Admin should be able to toggle filters from the Custom Fields page

Admin should be able to activate or de-activate which Custom Fields can be used as filters.

Right now, any custom field that is based on a checkbox or dropdown is automatically added as a filter. This causes too many filters to display for buyers running search. Not all custom fields need to be used a filters.
