Allow multiple admin accounts

I would like to be able to have multiple admin accounts to share with my staff!

  I have a similar gripe with the current infrastructure; allowing multiple administrative accounts would really streamline our workflow!

  Plus these accounts have to have some limitations and settings, such having limited access to modify accounts etc.  These are settings only the owner of account should have.
